Define an internal procedure that allowed a user to choose the year to work on.

1. Usually a call to m-xxqury or m-xxkey to refresh the browser
2. 'BLDG' to cause 'BuildingBuff' to be reloaded
3. 'VRSN' to cause 'VersionBuff' to be reloaded

pickear will allow the user to select another school year.
